Failed for brake imbalance do I need new brakes or adjustment?

Took my car for the annual test and got a failure for brake imbalance which apparently means one side is braking harder than the other. The report did not specify much beyond that so now I am trying to figure out the actual fix. I have been reading about resolving vehicle test failures and it seems like brake issues can sometimes be fixed with cleaning and adjustment while other times they require new calipers or pads. I dont want to go to a garage blindly and let them sell me a full brake job if a simple service would solve it. Has anyone dealt with a brake imbalance failure before? Did a basic brake service fix it or did you end up having to replace parts? I am trying to go in with some knowledge so I dont get taken advantage of.
