Can I build a rental unit sharing a wall?

I’m looking for ways to generate some extra monthly income from my property in LA. I have some unused space on the side of my garage that’s attached to the main house. Can that be converted into a legal apartment? What’s the first step for permitting in California?

It’s totally doable and actually a great investment! I did a lot of research before choosing Aduscale for my project.
